Porsche Press Kit for the 992 when it was introduced... This might help.
“The rear spoiler of the new 911 is adjusted to three main positions depending on the driving situation and selected driving mode. The rear spoiler remains retracted up to a speed of 90 km/h. The rear spoiler moves to Eco position if the vehicle continues to accelerate. It remains in this position up to a speed of 150 km/h. Above this, the rear spoiler automatically travels to Performance position. In Sport, Sport Plus and Wet modes, the rear spoiler already extends to Performance position from a speed of 90 km/h.”
That’s 56 and 93 MPH.

It's not like you can see it while you're driving though.
But if you're gung-ho to do it, you can re-code the settings in the computer. You'd have to use something like the Thinkdiag+ bluetooth kit and their Android app. That'd let you set the minimum deployment speed to a much higher figure than default.

Good to know, when I take it to the P-car shop for an oil change soon maybe I will have them do it. And I know I cannot see it when I drive but when I see a car with the spoiler up I cringe. I cannot believe that I see pics of cars with their spoilers up when parked, both private and on dealer sites.

It's unlikely the dealer will do it for you. I mean, they could, it's certainly something their tools would let them alter. But it is something that deviates from the factory's designed operating parameters. Since it provides down-force it could be argued that taking away that down-force has a negative effect on the safety of driving the vehicle.
This is where the dealer or other shop may not want to get involved. Or, like having the rear hatch beeps deleted from my Cayenne, they might insist you sign a safety waiver absolving them of culpability should something related to the function go wrong.
Or you spend ~$99 of your own and reprogram it at your leisure. I'd venture the kit is absolutely going to cost less than what a shop might gouge for a simple coding change.
