In that photo, the fuel filter has been removed from the car, but I don't think it would pose much of a problem being in place.
When I changed mine ages ago, I remember laying on the ground under the car and reaching around the fuel tank and doing it without being able to see a darn thing. That's the hard way. Just remove the wheel. It's right there.
