My Haynes Porsche 944 1983 thru 1986 manual, chapter 8 page 135, has photos and instruction for checking travel of the slave cylinder piston by measuring it before and after pushing the pedal down and the travel specification is 15mm to 18mm. And they only say that if the travel is less than that the clutch is not fully disengaged, and they list things to check. But I've read posts with photos that show checking clutch wear is as simple as taking a single measurement as the attachment shows. So is this measurement made without pushing on the clutch pedal?

Clutch wear is meaasured with no pressure on the pedal.
What you can measure with pressure on the pedal is the health of the clutch hydraulics (and possibly whether or not the clutch fork has a crack in it.)
