Why doesn't my horn work?

Pressing the center of my steering wheel does nothing so I removed the pad to look inside and make sure everything is connected. This one wire is the only connected wire which I unplugged so I'm wondering if everything I need is here. Is there supposed to be a contact ring and is it here somewhere?

I did remove both horns from the front of the vehicle and hooked them directly to the battery. One worked and one did not, but neither worked when pressing the steering wheel. Do you have any idea where I need to start to diagnose this? Wiring between the wheel and the horns?

I've already bought 2 new horns to install.

There’s a tutorial in there somewhere too. I got the cupholder and turn signal repair kit too. My horn started acting up right after I ordered the other parts. I should have been more preemptive. Seller is in EU.

Oops, my car is a 1983. That site is a fix for 1985 and up.

I’m certain it’s a less complicated fix as Porsche has had less time to engineer a new and improved (more complicated) version.

Right, but what's the fix? Am I missing any components? Is it all there? Should I just be tracing wiring back from the wheel to the horn with a multimeter?
