unsteady tachometer between shifts

I've searched this and other forums but can't seem to find a clear answer. However, it's interesting that discussions around this seem to be biased to S2 models.
I recently got an '89 S2. It drives and shifts great, except that the tachometer bounces excessively whenever I shift from one gear to another. It behaves like the needle is underdamped before it settles to the right and steady rpm. (I know this is not normal as my 944 base model does not do it). All of the other instruments work correctly. And I'm sure that it's only the tach/needle and not actually the engine.
Any feedback as to the cause and fix? Thanks.
