My 4S defaults to max ac and full blower on start up. Also doesn’t retain seat memory setting, and some other selectable settings. I suspect there’s a $$$$ computer responsible but open to ideas.

Is it a key memory thing? Can you try putting all the settings the way you like it, then saving everything to the key memory? Then see what happens at next startup.
