Plotting routes for your smartphone

I like to look at maps, both online and paper, to find interesting twisty roads. I'd like to find a way to create exact routes from those maps by dropping pins on a virtual map that could then be loaded onto a map app on my phone. This would then function much as the rally navigator does reading off of their pace notes. My preferred phone app is Google Maps, but I haven't been able to make it function in this way. Anybody aware of a way to do this without spending a ton of money?

It should be easy, but I don’t know how to do it.
In my motorcycle days, I would plot the route in Delorme Street Atlas and export to a handheld GPS. I’m not sure how do it in the default standard Google Maps today, other than a series of towns to input in sequence.

I have used google maps and you can select waypoints on the desktop version. You can then send the route to your phone. The only issue I found is that you must use the map as an overlay once you have it on your phone. If you try and actually use it to route you, google will take over and make changes. Hope that makes sense. If you have more than 10 waypoints; you can create two separate google maps and combine them- there's a program available online to do this. The porsche roads app; doesn't let you plan any routes- you have to drive them for it to save- at least that was my experience the last time I used it.

I use Android/Google Maps on my phone. I both select and save a route, or save intersections that I want to hit. For initial route planning I have a collection of road atlases. Seems to work for me.
