Sad to hear If true. I just looked it up and their parent company, Clarios LLC, became a part of Johnson Controls in 2019. That could explain the slide in quality and manufacturing standards as you described. Big corps often tend to abuse that which they acquire.
My last Optima purchase was probably around 2018/2019 and I haven't had a need for anything from them since then, but that might change going forward.
Considering the overall slide in the quality of many products, Optima might still be one of the best battery manufacturers left, albeit not as good as they once were. Who knows anymore.
edit: Maybe where a particular Red Top is manufactured has a bearing on quality. From another website: "The company (Optima) has manufacturing facilities in different parts of the world, including the United States, South America, Germany, Mexico, South Korea, and China."
