Actually, I was able to install the plastic cover, but I think I modified slightly.. the issue really was the metal bracket that holds the fuel rail really needs to be modified in order for the strut brace not to rub against it( I didn’t have the heart to heart into that fuel rail brace) destroyed, braces, made by Dynatech
Who I believe is no longer in business.

Here is a picture of the strut bar. You can see there is clearance under normal circumstances.

This is stronger than the hollow alloy bar, and has pretty much the same clearance. But I'm going to notch and weld it, so it has 10mm clearance over the fuel rail.
