What's between carpet and floorboards?

Prepping for paint and new carpet, so ripping the 36 year old materials out.

I got to the lowest layer. Drivers side seems intact, so I'll probably leave it (see pic).

Passenger's side was really flaky, so I scraped out what I could and there's still a layer of sticky material on top of the metal. You can see what it looks like when I pulled a 6" strip out.

It looks like a sheet that might get heat molded to the floor.

Any ideas what to use or just rip the rest of the passenger side out & go to dynomat/fatmat/gtmat?
